Two large solar power plants will be built in the western plateau provinces of Qinghai and Yunnan in 2009, with the expectation for China to cut domestic reliance on coal and oil.

The Qinghai project, a gigawatt-level solar station, will begin the first phase construction in 2009. The plant was funded by an initial investment of 1 billion yuan (US$146 million). It could become the world’s largest when completed, according to a recent joint statement of the developers.

The NASDAQ-listed China Technology Development Group Corp. (CTDC) and the privately-owned Qinghai New Energy Group are overseeing the design, construction, installation and operation of the station.

China, Pakistan Plan Solar Partnership to Face Energy Crisis

In an effort to tackle Pakistan’s growing energy shortage, representatives of the burgeoning Chinese solar industry have offered to cooperate with the country on a high profile partnership to manufacture solar energy equipment.

The offer was made at a press conference to promote the 2010 International Solar Cities Congress, to be held in Shangong province. Speaking at the event, Huang Ming, Vice?President of the International Solar Energy Society said, “Pakistan and China are like brothers. We are eager to promote our solar energy industry in Pakistan.”

Outlining the proposed plan, Yuan Xiuhe, Deputy Mayor of Dezhou City, detailed a three-point plan intended to move the project forward. The first step, he said, was the readiness of Chinese solar power companies to establish offices in Pakistan. Secondly, he said, China is also ready to send a team of technicians from the prominent Hinin Group to set up the manufacturing of high?quality cost effective solar energy equipment in Pakistan. Finally, the establishment of joint-ventures between Chinese and domestic companies would cement the partnership and promote a solid future for solar power in the country.

The intention is that the location of Chinese facilities in Pakistan would help to significantly lower costs and boost job opportunities.

A deal has not yet been inked, although the Pakistani government, faced with the growing threat of devastating power shortages, is likely to consider the proposal carefully. Any strategy able to bring stability and create employment in an increasingly volatile region is unlikely to be treated lightly.

Two state agencies signed a collaboration agreement
By Tudor Vieru, Science Editor, softpedia.com

Two of the largest solar power research institutes, the Institute of Electrical Engineering (IEE) of the Chinese Academy of Sciences and the American National Renewable Energy Laboratory (NREL), recently signed a memorandum of understanding (MOU), with the express purpose of forwarding international research and technological development of next-generation photovoltaic electricity generation capabilities.

The new agreement was signed by IEE Director-General Xiao Liye and NREL Director Dan E. Arvizu, and it stipulates that the two institutions will work together in the field of photovoltaic battery and component testing and research, at a new facility, to be built at the IEE, in China. Researchers from both countries will work at the new center, and regular exchange visits will take place a few times per year.

Sharing obtained information is one of the top priorities of the document, as both parties agree that this is the simplest way of forwarding scientific research. As prototypes are developed, the technology will also be shared equally between the two laboratories, thus making the whole development and testing stages much shorter. Chinese officials say that the signing of the deal represents a “headway” in the relations between the two countries, and that they expect even more cooperation, in the field of solar research.
